Adds definitions for "continuation raffle," "hot-ball bingo prize," and "raffle board" to clarify gambling equipment and game types.

Modifies bingo card requirements to allow not more than two numbers per space instead of fixed five numbers, and permits bingo paper sheets with unfilled numbers for players to complete.

Prohibits the State Lottery director from offering casino-style games (blackjack, craps, keno, roulette, poker) on electronic terminals, websites, or other devices.

Requires suspension of state lottery ticket sales through self-service devices at gas pumps and ATMs, and suspension of instant win lottery ticket sales through websites by October 30, 2014.

Modifies linked bingo game prize contributions, allows hot-ball bingo prizes up to $500 per occasion, increases total bingo occasion prize limits from $3,800 to $4,800 when cover-all and cover-none games are played, and clarifies employee/volunteer restrictions on participating in gambling games at their work premises.
