Establishes new "intensive care in-home nursing" category for recipients who require recurrent or complex life-saving interventions to avoid permanent harm or death and would need ICU-level hospital care.

Increases medical assistance payment rates effective July 1, 2014: regular in-home nursing by 14 percent, complex in-home nursing by 21 percent, and intensive care in-home nursing at 25 percent above the complex nursing rate.

Excludes federally qualified health centers, rural health centers, and Indian health services from the payment rate increases.

Requires the commissioner to adjust rates for managed care and county-based purchasing plans and mandate full pass-through of rate increases to eligible in-home nursing providers.

Changes terminology throughout Minnesota Statutes and Rules from "private duty nursing" to "in-home nursing" and "private duty nurse" to "in-home nurse."
