Amends Minnesota Statutes section 121A.23 to shift focus from preventing sexually transmitted infections to promoting healthy relationships and sexual development.

Requires each school district to implement a program including comprehensive curriculum, teacher training, parent involvement, and collaboration with community health agencies and organizations focused on sexual violence prevention and victim services.

Mandates the Commissioner of Education, in consultation with the Commissioner of Health, to provide resources, training, and grants to assist districts in curriculum selection, teacher instruction, and staff development aligned with national school health education standards.

Establishes accountability measures requiring the commissioner to collect compliance data from districts, monitor implementation through the Minnesota Student Survey, and report to legislative committees on program effectiveness within 30 days of each regular session.

Appropriates funds from the general fund to the Department of Education for fiscal year 2015 for school district grants and departmental assistance, with specific dollar amounts and base budget amounts to be determined.
