Amends Minnesota Statutes section 240A.09 to require the Minnesota Amateur Sports Commission to prioritize grant applications for indoor air quality improvements in ice arenas and projects that eliminate R-22 refrigerant systems.

Defines "indoor air quality improvements" as renovation or replacement of heating, ventilating, and air conditioning systems in existing indoor ice arenas to reduce carbon monoxide and nitrogen dioxide concentrations, with optional electronic air monitoring devices.

Defines "projects that eliminate R-22" as replacement of ice making systems in public facilities using R-22 refrigerant with alternative non-ozone-depleting refrigerants.

Increases the maximum rehabilitation and renovation grant from $100,000 to $200,000, with priority given to indoor air quality improvements and R-22 elimination projects.

Appropriates $8,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for Mighty Ducks grants to local units of government, authorizing the Commissioner of Management and Budget to issue state bonds up to $8,000,000 for this purpose.
