Modifies the definition of "statewide power sector carbon dioxide emissions" to include emissions from electricity procured by retail suppliers for distribution to Minnesota customers, rather than just imported electricity consumed in the state.

Changes the prohibition on selling power from new large energy facilities to Minnesota retail customers by exempting power sold through tariffed energy purchases from a regional transmission organization.

Expands the entities that can demonstrate carbon dioxide emission offsets to include retail suppliers of electricity to Minnesota customers, in addition to project proponents.

Specifies that carbon dioxide reduction projects using existing facility reductions must meet permanence, quantifiability, verifiability, enforceability, and additionality standards when used as offsets.

Applies effective date of the day following final enactment to all three amended subdivisions of Minnesota Statutes section 216H.03.
