Appropriates $3,000,000 in fiscal year 2015 from the general fund to the commissioner of transportation for work on marked Trunk Highway 23.

Funds cover environmental analysis, preliminary design and engineering, and right-of-way acquisition for establishing marked Trunk Highway 23 as a continuous divided highway with two lanes of travel in each direction.

Specified work applies to two trunk highway segments: between New London and Paynesville, and between Paynesville and Richmond.

This is a one-time appropriation that remains available for five years after the year of appropriation, notwithstanding standard appropriation time limits.
