Appropriates $500,000 from bond proceeds to the Board of Water and Soil Resources for a grant to Minnesota River Basin Projects, Inc. for flood hazard mitigation in Area II of the Minnesota River Basin

Funds are designated for the state's share of capital improvements to prevent or alleviate flood damage in publicly owned facilities

Appropriation is contingent on the board confirming that $1 of nonstate funding is committed for every $3 of state grant funding

Authorizes the commissioner of management and budget to sell and issue up to $500,000 in state bonds to provide the appropriated funds

Effective date is the day following final enactment
