Amends Minnesota Statutes to include nonprofit organizations in the definition of "vendor" for state procurement purposes.

Expands targeted group business designations to apply to nonprofit organizations that provide goods or services to public agencies.

Allows the commissioner of administration to designate nonprofit organizations majority owned and operated by women, persons with substantial physical disabilities, or specific minorities as targeted group businesses.

Maintains existing authority to designate individual nonprofits as targeted group businesses to remedy documented discrimination based on race, gender, or disability.
