Appropriates $1,300,000 from the fire safety account to the commissioner of public safety in fiscal year 2014 for fire service activities and programs as a onetime appropriation.

Requires the commissioner of public safety to obtain recommendations from the Fire Service Advisory Committee before expending any funds from the fire safety account.

Makes the Fire Service Advisory Committee permanent by removing its expiration date, allowing it to continue indefinitely.

Establishes committee composition with representatives from fire chiefs associations, fire department associations, professional firefighters, municipalities, townships, insurance federation, arson investigators, and the commissioner of public safety.

Requires the commissioner to report to legislative committees by January 15, 2015 regarding the fire safety account balances and uses.
