Allows four-star rated programs with scholarship recipients to use their established registration process to enroll scholarship recipients and verify family income using the same method as other program participants.

Permits programs enrolling scholarship recipients to apply for direct payment of state aid from the commissioner instead of requiring families to handle payment arrangements.

Commissioner must pay programs directly for each approved scholarship recipient enrolled according to a metered payment system or other schedule the commissioner establishes.

Maintains existing scholarship cap of up to $5,000 per eligible child per year and existing 12-month award period with ten-month enrollment requirement.

Effective the day following final enactment.
