Appropriates unspecified funds in fiscal year 2015 to the Commissioner of Human Services to contract with the Child Care Resource and Referral Network for a pilot project training culturally competent child care workers.

Establishes pilot project in at least four child care centers (two in seven-county metropolitan area, two in greater Minnesota) serving new Americans, with training in home language, culture, and child care practices.

Pilot project shall provide in-service training, coursework, and salary increases for child care workers to meet licensure requirements under Minnesota Rules chapters 9502 and 9503, organized as a career-ladder model progressing from teacher aides to family child care providers.

Project shall be subject to Minnesota Statutes chapter 178 requirements for apprenticeship agreements, approval, and program registration.

Commissioner shall evaluate the pilot and report to legislature by February 15, 2016 with recommendations on feasibility of establishing a statewide apprenticeship program for child care workers.
