Authorizes the city of North St. Paul to create a redevelopment tax increment financing district under Minnesota Statutes, section 469.174, subdivision 10

Deems parcel number 122922330059 to meet occupancy requirements if buildings were demolished after the city adopted a resolution and the buildings were removed by the city or property owner through a development agreement

Requires certification request for the parcel to be filed with the county auditor by December 31, 2017

Allows the city to use current property value for calculating original net tax capacity for parcels deemed occupied under this provision, notwithstanding standard TIF district requirements

Becomes effective upon the city of North St. Paul's compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3
