Modifies notice requirements for permitted pistol carriers in courthouse complexes from notifying "the sheriff or the commissioner of public safety" to notifying only the sheriff prior to entering.

Adds new provisions allowing permitted pistol carriers to enter state buildings in the Capitol Area with written notice (by mail or email) to the commissioner of public safety, including name, date of birth, permit expiration date, and contact information.

Requires permitted pistol carriers in Capitol Area state buildings to renew their notice to the commissioner within 30 days of permit renewal and display their permit card and government-issued identification upon request by law enforcement.

Directs state agency tenants in the Capitol Area to deposit fees for security services in the special revenue fund on July 1, 2015, with amounts equal to fiscal year 2014 deposits, appropriated to the commissioner of public safety for fiscal year 2015 security services.

Appropriates unspecified general fund dollars to increase the Capitol Complex Security Division to 12 state troopers and 67 nonlicensed security officers, and repeals Minnesota Statutes section 299E.02.
