Clarifies that Minnesota Valley Railroad Track Rehabilitation appropriations may be used for predesign, design, engineering, and bridge rehabilitation or replacement in addition to track rehabilitation.

Amends three prior appropriation laws (2008, 2009, and 2010) to allow grant funds for bridge and culvert work on railroad segments between Norwood-Young America and Hanley Falls ($3 million, $4 million, and $5 million respectively).

Extends bond sale authorization and appropriation availability for the Gaylord to Winthrop railroad project until December 31, 2015, notwithstanding Minnesota Statutes section 16A.642.

Grants are provided to the Minnesota Valley Regional Rail Authority in addition to any other grants, loans, or loan guarantees available under Minnesota Statutes sections 222.46 to 222.62.

Effective the day following final enactment.
