Modifies the use of taconite production tax funds allocated to the city of Aitkin from "sewer and water for housing" to "economic development" projects.

Changes apply only to 2008 distributions under Minnesota Statutes section 298.28, subdivision 6, with a special fund established to receive 11.4 cents per ton.

Requires the city of Aitkin to release all funds under this section to St. Louis County acting as fiscal agent by July 1, 2014.

Maintains existing allocations to 11 other recipients including school districts, cities, St. Louis County, White Community Hospital, and Breitung township for specified infrastructure and development purposes.

Takes effect the day following final enactment.
