Amends Minnesota Statutes section 609.375 to clarify that the crime of failure to provide support applies specifically to "court-ordered" support rather than general "care and" support.

Maintains the misdemeanor offense with penalties of up to 90 days imprisonment or a fine of up to $1,000, or both.

Requires an automatic income withholding order as a condition of work release upon conviction and makes nonpayment of court-ordered support a violation of probation.

Preserves the affirmative defense that the defendant can prove by preponderance of the evidence that failure to provide support was due to lawful excuse.

Effective date is August 1, 2014, and applies to crimes committed on or after that date.
