Establishes a STEM Educator Loan Forgiveness Program allowing the Commissioner of Education to forgive up to $2,500 annually for up to four years for qualified STEM teachers with education loans.

Defines qualified teachers as licensed educators teaching science, technology, engineering, or mathematics who have completed a graduate-level course in these subjects with a 3.0 or higher GPA.

Creates an Advanced STEM Curriculum Revenue program providing $16 per adjusted pupil unit to school districts with 60 percent or greater free and reduced-price lunch eligibility that implement an advanced STEM curriculum meeting Department of Education standards, effective for fiscal year 2016 and later.

Gives preference in loan forgiveness selection to qualified teachers in school districts with below-average state mathematics test scores.

Appropriates funds from the general fund in fiscal year 2015 to the Commissioner of Education to establish the STEM educator loan forgiveness program.
