Amends Minnesota Statutes section 18B.02 to allow cities of the first class to adopt and enforce ordinances regulating pesticide use, application, and disposal without state preemption.

Creates an exception to the general state preemption of local pesticide control ordinances that previously applied statewide.

Maintains state preemption of local ordinances regarding pesticide registration, labeling, distribution, sale, and handling for all other local governments.

Preserves local authority over zoning, fire codes, and hazardous waste disposal as originally intended.
