Creates an advisory task force to be appointed by July 1, 2014, by the commissioner of education in collaboration with the University of Minnesota president and Minnesota State Colleges and Universities chancellor

Task force shall research the establishment and operation of an endowment that would pay tuition for any public school student admitted to a public higher educational institution in Minnesota

Task force duties include reviewing similar programs nationwide (including "the power of you"), providing expenditure estimates for the program, and exploring possible funding sources for an endowment

Task force must submit recommendations to the commissioner of education by December 20, 2014

Commissioner shall report findings and recommendations to legislative committees with jurisdiction over K-12 and higher education by December 31, 2014
