Authorizes judicial districts to establish pilot projects allowing courts to order GPS electronic monitoring of domestic abuse offenders as a condition of stayed sentences or pretrial release.

Applies to 13 specified crimes including assault, domestic assault, stalking, criminal sexual conduct, terroristic threats, and violations of protection orders committed against family or household members.

Requires judicial districts implementing pilot projects to establish advisory groups that develop standards including active real-time monitoring, victim informed consent procedures, and training protocols for law enforcement, prosecutors, judges, and probation officers.

Classifies location data as security information and allows sharing among law enforcement, probation, prosecution, and court services agencies; provides that location restriction violations do not automatically constitute sentence violations when both victim and offender are mobile.

Requires participating districts to report to legislative committees on pilot project outcomes; amendments expire August 1, 2017.
