Amends Minnesota Statutes section 297A.94 to allocate rental motor vehicle tax revenues to the trunk highway fund for fiscal years 2014-2016, with $1.4 million deposited in fiscal year 2014, up to $23.6 million in fiscal year 2015, and additional amounts in fiscal year 2016 to reach a total of $25 million, with remaining revenues directed to the general fund.

Requires the Commissioner of Transportation to modify the Interstate Highway 494 rehabilitation project by replacing planned dynamic shoulder lanes with an additional general purpose lane in each direction of travel for the entire segment from the Trunk Highway 55 interchange to the East Fish Lake Road overpass.

Appropriates rental motor vehicle tax revenues deposited in the trunk highway fund under the amended statute to the Commissioner of Transportation for the I-494 rehabilitation project as one-time appropriations available for five years after the year of appropriation.

Exempts I-494 project appropriations from the standard spending restriction under Minnesota Statutes section 16A.28, allowing a five-year availability period instead of the default one-year period.
