Grants Ramsey County Housing and Redevelopment Authority the powers of a city under Minnesota Statutes sections 428A.11 to 428A.21 to establish housing improvement areas within the county.

Defines "Mayor" as the chair of the Authority, "Council" as the Authority itself, "City clerk" as a designated Authority representative, and "Enabling ordinance" as a resolution adopted by the Authority.

Requires the Authority to send a copy of each housing improvement area petition to the relevant city, with the public hearing held at least 30 days after the petition is sent to the city.

Allows a city council to block a proposed housing improvement area by adopting an opposing resolution within 30 days of receiving the petition.

Becomes effective the day following final enactment.
