Establishes a Legislative Salary Council consisting of one member appointed by the chief justice of the Supreme Court and one member appointed by the governor from each congressional district, with additional at-large members if Minnesota has an odd number of districts.

Requires council members to be equally balanced between the two largest political parties, and prohibits current or former legislators, lobbyists, legislative employees, and their spouses from serving.

Council must prescribe legislator salaries by March 31 of each odd-numbered year to take effect July 1, considering all other legislative compensation provided by the state.

Members serve four-year terms (except initial staggered terms) with a two-term limit, and may only be removed for cause, missing three consecutive meetings, or due to redistricting.

Legislative Coordinating Commission provides administrative and support services; initial appointments due by November 30, 2016, with first meeting before January 15, 2017.
