Allows the city of Baxter to expand the Isle Drive Tax Increment Financing District to include three additional parcels: 034120010010009, 010074300C00009, and 010074300D00009 in Crow Wing County.

Requires the Crow Wing County auditor to increase the original tax capacity of the Isle Drive TIF District by the amount required under Minnesota Statutes section 469.177 upon addition of the new property.

Exempts the newly added property from the prior planned improvements requirement under Minnesota Statutes section 469.177, subdivision 4.

Allows tax increments and revenues from the expanded district to be used for allowable expenditures under the Isle Drive TIF District plan budget as amended according to Minnesota Statutes section 469.175, subdivision 4.

Becomes effective upon approval by the city of Baxter governing body and compliance with notice requirements under Minnesota Statutes section 645.021.
