Authorizes the city of St. Paul to construct or pay for sanitary sewer connections to buildings built on privately owned vacant lots at property owner request.

City may identify criteria for private contractors and limit reimbursement to work performed by city-approved contractors, with no public hearing required for individual property owner requests.

City may charge property owners for program costs including the full connection amount, administration costs, and financing costs, payable with interest in installments over up to 20 years.

Charges may be certified and collected as municipal taxes by the county or charged directly to property owners under chapter 429 or the city charter, with a public hearing required for the latter option.

City may issue general or special obligations without an election to fund the program, pledging charge receipts and sewer fund revenues, and may levy taxes to repay the obligations.
