Removes requirement for "debt qualification plan" and replaces with "agreement" between commissioner of revenue and referring agencies for debt collection services.

Consolidates debt collection authority under commissioner of revenue, removing references to commissioner of management and budget.

Requires referring agencies to notify debtors of collection costs and their right to cost cancellation before referring debt to commissioner.

Allows collection of costs from courts, local governments, Minnesota State Colleges and Universities, and University of Minnesota when commissioner provides collection services.

Removes Minnesota collection enterprise from definition of "claimant agency" in the Setoff for Debts to State program.
