Requires the Metropolitan Council to remove all references to the Dan Patch commuter rail line from future revisions to its transportation development guide and regional transit master plan, except for historical references.

Prohibits regional rail authorities located in cities of the first class from expending money for study or planning of the Dan Patch commuter rail line.

Prohibits all regional rail authorities from expending money for preliminary engineering, final design, or construction of the Dan Patch commuter rail line.

Requires the Commissioner of Transportation to remove all Dan Patch commuter rail line references from future state transportation and commuter rail system plans, except for historical purposes.
