Abolishes privatization of water and wastewater treatment law by repealing Minnesota Statutes sections 471A.01 through 471A.12, which previously authorized private vendor contracts for wastewater treatment facilities.

Continues the Metropolitan Council's authority to exercise powers previously granted under repealed sections 471A.02 to 471A.12 for fulfilling wastewater services responsibilities in Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.

Eliminates the capital cost component grant program that previously set aside up to $1,500,000 annually for municipalities entering 20-year service contracts with private vendors for wastewater treatment facilities.

Removes exemptions from federal and state regulations that municipalities receiving capital cost component grants previously enjoyed regarding facilities planning and procurement.

Repeals related statutory sections including data privacy provisions, tax exemptions, and administrative procedures associated with the privatization framework.
