Amends Minnesota Statutes 2012, section 16C.03, subdivision 3 regarding state procurement procedures

Requires the commissioner to consider quality and timeliness of a bidder's past work when determining if the lowest bidder is responsive and responsible

Mandates consideration of bidder compliance with state laws and goals including employee payment, benefits, payroll taxes, workers' compensation, prevailing wages, diversity programs, apprenticeships, and timely subcontractor payment

Requires the commissioner to maintain records for five years documenting the considerations made in determining bidder responsibility, including justification if violations exist

Allows the commissioner to identify the lowest responsible bidder using life-cycle costing principles where appropriate
