Amends Minnesota Statutes to require quality health care provider reports be stratified by disability, race, ethnicity, language, and other sociodemographic factors that contribute to health disparities.

Requires the commissioner of health to annually assess risk adjustment methodology used in quality reporting to identify potential harms and unintended consequences for disadvantaged patient populations and safety net providers.

Mandates the commissioner consult with consumer advocacy organizations, health plans, providers, and safety net providers when conducting activities related to health disparities in quality reporting.

Appropriates unspecified funding in fiscal year 2015 to the commissioner of health to conduct a health impact assessment on school discipline policies, including exclusionary discipline, positive behavioral interventions, and restorative justice.

Requires the commissioner to report findings and evidence-based recommendations from the school discipline health impact assessment to the legislature by January 19, 2015, addressing any inequitable education or health outcomes.
