Requires the commissioner to contract with a single dental plan administrator effective January 1, 2016, through competitive bidding to provide all dental services to medical assistance and MinnesotaCare enrollees.

Contract must include all dental services authorized under statute, ensure adequate dentist and clinic access, establish a centralized referral system with toll-free number, and include nonprofit clinics, federally qualified health centers, University of Minnesota School of Dentistry, hospital-based clinics, and private dentists.

Administrator must develop programs to reduce emergency room dental visits, streamline eligibility and authorization information systems, communicate benefit changes clearly to providers, and report annual access and encounter data to the commissioner.

Removes all dental services from prepaid medical assistance program contracts with managed care organizations and county-based purchasing plans effective January 1, 2016, consolidating them under the single dental administrator contract.

Establishes an advisory committee of community, public, and private dental providers; grants enrollees appeal rights to the commissioner; and allows the commissioner to exclude county-based purchasing plans if they already have an adequate single dental administrator in place.
