Increases weight thresholds for controlled substance crimes across all degree levels, effectively reducing criminal penalties (e.g., first-degree cocaine sales threshold doubled from 10 to 20 grams, possession threshold from 25 to 50 grams).

Adds new offense for marijuana plant possession: 200 or more plants for first-degree, 100 or more for second-degree, and 50 or more for third-degree crimes.

Creates new "aggravated controlled substance crime" statute with penalties up to 40 years imprisonment (or 50 years for repeat offenders) and fines up to $5-10 million for sales of very large quantities.

Clarifies that dispositions under section 152.18 are not considered "subsequent controlled substance convictions" for sentencing enhancement purposes.

Modifies Sentencing Guidelines Commission membership and requires development of objective criteria for ranking controlled substance and criminal sexual conduct crimes, with criteria to be presented to legislature by January 15, 2015.
