• Permits off-highway vehicle operation on Taconite State Trail and in Lake Vermilion and Bear Head Lake State Parks in designated areas per master plans, effective July 1, 2015 or upon master plan completion, whichever is sooner.

• Establishes voluntary donation options of $5, $10, or $20 at registration for off-highway motorcycles, off-road vehicles, snowmobiles, all-terrain vehicles, and cross-country ski/horse trail funding, with $20 donors receiving recognition stickers.

• Creates nonresident off-highway motorcycle state trail pass requirement at $20 fee, valid January 1-December 31, with exemptions for registered nonresident operators and those using only private property.

• Allows reciprocal acceptance of off-highway motorcycle and all-terrain vehicle safety courses from other states and specific national programs (Motorcycle Safety Foundation Dirtbike School and ATV Safety Institute).
