Removes the Commissioner of Education from administration of the motorcycle safety education program, consolidating administration under the Commissioner of Public Safety alone.

Renumbers Minnesota Statutes section 121A.36 (motorcycle safety education) to section 171.335 and requires the revisor to update cross-references accordingly.

Eliminates obsolete provisions from the State Advisory Council on Early Childhood Education and Care duties, removing outdated task force recommendations on coordinating early childhood programs that were due by January 15, 2011.

Removes references to repealed section 120A.30 from statutes governing school attendance requirements and teacher duties.

Repeals eight obsolete statutory sections: 119A.04 (subd. 3), 119A.08, 120A.30, 120B.19, 120B.24, 121A.17 (subd. 9), 122A.52, and 122A.53.
