Increases the aggregate principal amount of bonds authorized for the loan program from an unspecified amount to $100,000,000, with $20,000,000 reserved specifically for microenergy projects.

Reduces the minimum loan term from ten years to five years when the commissioner determines a shorter period is necessary and feasible, while maintaining the minimum of 15 years as standard.

Updates technical standards and proposal selection criteria to evaluate reliability, cost-effectiveness, and greenhouse gas emissions reductions for both renewable energy and energy efficiency technologies.
