Appropriates $83,332.34 from the general fund to the Department of Corrections in fiscal year 2015 for settlement of claims by individuals injured during sentence-to-service work or incarceration in state correctional facilities.

Provides specific payments to nine individuals for permanent injuries sustained during sentence-to-service work, including Garry Green ($7,400), David Huff ($28,751.46), Jamie Patton ($11,135), and Rebecca Ratzlaff ($15,639.30), plus medical provider payments for other injured individuals.

Authorizes the Department of Transportation to pay Cory Zeien $4,284.92 from contract retainage for the Northern Pacific Railway Depot Roof Rehabilitation project in Staples, conditioned on executing a release from all claims against the state.

Authorizes the Department of Transportation to pay seven additional underpaid individuals from the remaining $6,676.10 in contract retainage, prorated by underpayment amount, upon execution of releases.

Allows the Department of Transportation to settle the contract without required contractor certification since M.G. Carlson Construction Co., Inc. cannot be located in the state.
