Repeals authority for the commissioner of administration to enter into a long-term lease-purchase agreement to construct a new legislative office building on a specified block in the capitol area.

Redirects any unencumbered, unexpended, or unobligated amounts from the $3,000,000 appropriated in fiscal year 2014 to the capitol renovation project instead of the legislative office building predesign and design.

Removes references to the new legislative office building from provisions governing design-build delivery methods for audio and video broadcast services infrastructure.

Retains provisions allowing the commissioner to enter into ground leases for state property and reserves funds for future facility repairs.

Effective the day following final enactment.
