Repeals the commissioner of administration's authority to enter into a long-term lease-purchase agreement to build a new legislative office building on a specified block in the capitol area.

Redirects any unencumbered, unexpended, or unobligated amount from the $3,000,000 fiscal year 2014 appropriation for the legislative office building project to the Capitol renovation project instead.

Removes references to a new legislative office building from provisions governing design-build delivery methods for audio and video broadcast services infrastructure in the Capitol building and State Office Building.

Eliminates subsections of Minnesota Statutes related to ground leases, program plan approval requirements, and reserved maintenance funding accounts associated with the legislative office building project.

Takes effect the day following final enactment.
