Expands the definition of "claim" to include requests for money or property regardless of state/political subdivision title ownership, and excludes compensation for employment or unrestricted income subsidies.

Adds new definitions for "material" (natural tendency to influence payment), "obligation" (established duty from contract, statute, or overpayment retention), and modifies "original source" to require voluntary prior disclosure or independent knowledge that materially adds to public disclosures.

Reduces civil penalties from three times damages to two times damages when violators provide timely information within 30 days, fully cooperate, and disclose before any prosecution or investigation commences.

Replaces requirement that original source bring action based on public disclosures with new procedure allowing court to dismiss unless prosecuting attorney opposes or person is original source.

Creates new retaliation protection section allowing employees, contractors, or agents discharged or discriminated against for whistleblowing to recover reinstatement, double back pay, interest, and attorney fees within three years.
