Prohibits disclosure of personally identifiable student information to third parties or governmental entities outside state control without prior notice and opportunity to refuse consent.

Allows Minnesota to exit agreements that cede control of state academic standards, curriculum, or benchmarks to external entities, including federal agencies, for reasons including cost, inconsistency with state values, or requirements to include student data in national databases.

Requires educational agencies to notify parents and students of their right to refuse designation of any student data as directory information under federal law.

Restricts the Statewide Longitudinal Education Data System (SLEDS) from disclosing personally identifiable information about P-20 students to outside parties without consent.

Requires school districts to provide annual meaningful opportunities for eligible students and parents to request consent before disclosing directory information through SLEDS.
