Removes "and education" from motorcycle safety education program administration, making the Commissioner of Public Safety solely responsible for the program instead of joint administration with the Commissioner of Education.

Eliminates requirement for the Commissioner of Education to provide reimbursements for motorcycle safety courses; transfers this responsibility entirely to the Commissioner of Public Safety.

Repeals obsolete early childhood education coordination duties from the State Advisory Council on Early Childhood Education and Care, including requirements for task forces and reports on office consolidation with January 15, 2011 deadlines.

Removes references to repealed statute sections 120A.30 and 124D.25-124D.29 from education-related provisions regarding school schedules and instructional program requirements.

Renumbers section 121A.36 (motorcycle safety education) to section 171.335 and repeals 13 obsolete education statutes including provisions on teacher licensing, child care, and early childhood programs.
