Modifies the composition of the Metropolitan Council nominating committee from seven members appointed solely by the governor to a committee with three members appointed by Metro Cities, one county commissioner appointed by the Association of Minnesota Counties, and three members appointed by the governor.

Requires three of the nominating committee members to be local elected officials, changing the previous structure where all members were governor-appointed.

Maintains the committee's role in conducting public meetings to review applications and nominations, then submitting a list of nominees to the governor for Metropolitan Council appointments.

Applies to the seven-county metropolitan area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington.
