Creates a green jobs deconstruction pilot program to establish building deconstruction as an alternative to demolition, with the purpose of creating green jobs, reducing construction waste sent to landfills, and developing markets for reclaimed materials.

Better Futures Minnesota shall partner with the opportunities industrialization center based in northern Minnesota to extend program benefits statewide, with the Pollution Control Agency commissioner providing advisory support.

Pilot program goals include developing safe deconstruction techniques, creating a certification training regimen, establishing sustainable markets for reusable materials, and creating living wage jobs for chronically unemployed adults, including those who are homeless or at risk of reincarceration.

Commissioner of the Pollution Control Agency must monitor carbon emissions reductions from deconstruction projects, while the Commissioner of Employment and Economic Development tracks job creation numbers, average salaries, and participation by minorities and women.

Appropriates $2,000,000 in fiscal year 2015 from the general fund to the Commissioner of Employment and Economic Development for a grant to Better Futures Minnesota, and $250,000 to the Pollution Control Agency for developing market incentives and community outreach.
