Requires debt collection agencies to maintain records when contacting alleged or suspected debtors, including the debtor's name, contact information, and whether the debtor acknowledged or denied the debt.

Mandates agencies provide collected contact information and debt acknowledgment/denial records to creditors or assignees in writing within 30 days of contract termination.

Prohibits subsequent collection agencies from requesting that debtors re-acknowledge or re-deny debts if another agency was previously retained for the same debt.

Effective August 1, 2014, applying to all debtor contacts made on or after that date.
