Prohibits spending from the parks and trails fund to acquire property through eminent domain or to purchase property previously acquired by eminent domain.

Prohibits spending from the outdoor heritage fund to acquire property through eminent domain or to purchase property previously acquired by eminent domain.

Prohibits spending from the arts and cultural heritage fund to acquire property through eminent domain or to purchase property previously acquired by eminent domain.

Applies the restrictions to all three constitutionally dedicated funds established under Minnesota Constitution Article XI, Section 15.
