Creates the Legislative Health Care Workforce Commission consisting of five senate members and five house members appointed by the Subcommittee on Committees and the Speaker, with three majority party and two minority party members from each house.

Commission must study and recommend to the legislature how to strengthen the healthcare workforce, including identifying current and anticipated shortages by provider type and geography.

Commission must evaluate effectiveness of current incentives for developing, attracting, and retaining healthcare workers and study alternative incentive approaches.

Commission must identify causes and solutions for primary care workforce barriers including training and residency shortages, income disparities between primary care and other providers, and negative student perceptions of primary care.

Commission must deliver its report with recommendations to the legislature by December 31, 2014, and expires January 1, 2015.
