Authorizes school boards of Independent School District Nos. 152 (Moorhead) and 2164 (Dilworth-Glyndon-Felton) to voluntarily realign their shared district boundaries.

Requires each school board to publish notice of the proposed boundary realignment and hold a public meeting at least 30 days after publication, with notice mailed to affected property owners.

Mandates that both school boards mutually adopt a written resolution by December 31, 2014, describing the property to be realigned, the effective date, and how bonded indebtedness will be assigned.

Requires school boards to provide the adopted resolution to the county auditor, who will notify affected property owners of the boundary change and coordinate the property transfer.

Directs school boards to submit a copy of the resolution to the Minnesota Department of Education upon adoption.
