Prohibits employers from discriminating against employees who report violations of law, participate in investigations, refuse unlawful orders, or report health care quality issues.

Adds protection for public employees who communicate scientific or technical findings they believe to be truthful and accurate, including to governmental bodies or law enforcement.

Adds protection for public employees who refuse orders or report situations violating recognized ethical standards for their licensed occupation.

Establishes ten-year statute of limitations for actions against public employers based on reports or communications made to employers.

Requires courts to award $10,000 to injured employees in violations involving ethical standards for licensed occupations, and allows public employers to recover damages from employees whose knowing misconduct caused the violation.
