Repeals authority for the commissioner of administration to enter into a long-term lease-purchase agreement (up to 25 years) to build a new legislative office building with offices, hearing rooms, and parking facilities.

Redirects any unencumbered, unexpended, or unobligated amount of the $3,000,000 appropriated in fiscal year 2014 to the capitol renovation project instead of predesign and design of the legislative office building.

Removes references to a new legislative office building from provisions regarding design-build delivery methods for audio and video broadcast services in the Capitol building and State Office Building.

Eliminates provisions allowing the commissioner to enter into ground leases for state-owned property in the capitol area in conjunction with the legislative office building project.

Becomes effective the day following final enactment.
