Appropriates $35,000,000 from bond proceeds in the trunk highway fund to the commissioner of transportation for a grant to Anoka County for phase 1 of the R.A.T.E. (Right-of-Way Acquisition for Ten Expansion) project.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $35,000,000 to fund the appropriation, with bonds issued according to Minnesota Statutes sections 167.50 to 167.52 and Minnesota Constitution article XIV, section 11.

Bond proceeds (excluding accrued interest and premiums) must be deposited in the bond proceeds account in the trunk highway fund.

The R.A.T.E. project acquires property and rights-of-way for the expansion of U.S. Highway 10 in Anoka County.

Effective date is the day following final enactment.
